FESTIVAL REGULATIONS

Films and audiovisual works that have already been presented in Bulgaria or are available for free online viewing on the web will NOT be eligible for the MAIN competition programme. These films and audiovisual works may be selected for the BALCHIK MUNICIPALITY AWARD competition programme.

Deadline for submission of screening copies of films, which have been selected to participate in the Competition Programmes in video format (PAL: DiGi BETA or SP. No film prints!) – May 24th

The Festival will not accept screening copies received after the announced deadline and reserves the right to screen preview copies within the Competition Programmes submitted for pre-selection.


1. The International Short Film Festival is an annual event, which takes place in the town of Balchik. It is open to both professionals and students. 

2. The competitive programme of IN THE PALACE Festival includes:

MAIN COMPETITION / International & National Sections

for films with Bulgarian Premiere at 9th ISFF In The Palace, including the following categories:

  • Fiction
  • Documentary
  • Animation
  • Experimental productions, hybrid forms & formats, digital artwork

MUNICIPALITY AWARD COMPETITION / International & National Sections

a side competition programme, also for films already screened in Bulgaria or available for free online viewing, including the following categories:

  • Fiction
  • Documentary
  • Animation
  • Experimental productions, hybrid forms & formats, digital artwork

TV FILM COMPETITION

for TV films, including the following categories:

  • Novel
  • Documentary
  • Animation

MUSIC & COMMERCIAL VIDEO COMPETITION

including the following categories:

  • Music Video
  • Commercial Video & Film

3. Films shall not exceed 45 minutes in duration (possible exception only for TV documentaries) and shall be completed after 01.01.2008.

4. The Festival accepts individual /each author individually/ or institutional entries /production studios, distribution companies, film academies, national film centres, televisions, associations of artists, etc./

5. Entry documents, together with preview copies subtitled in English, will be accepted for selection until March 25th 2011 for foreign participants and April 15th 2011 for Bulgarian participants. 

6. Entry documents required:

  • Filled out online Entry Form which you will find at www.inthepalace.com.
  • Three stills from each film the authors participate with, which will be posted on the website, in the catalogue and in the press.
  • Two different photos of the director or the person presenting the film during the festival, if other than the director (please, avoid boring passport photos).
  • A document for 20 Euro entry fee per film paid.
  • Trailer
  • Poster
  • Other promotional materials (if there are any) – for example publications about the film, etc. Please send additional promotional materials to mail@inthepalace.com.

7. Organizers of the Festival appoint the Selection Committee as well as the competent International Jury evaluating the films presented at the Festival. The prize fund is 25 000 Euro. All awards and prizes will be handed personally to the film’s representative. Awards and prizes will NOT be delivered by mail.

8. The Festival will pay screening fee for each film selected for the competition programmes.

9. The Festival will NOT pay any screening fees for works in non-competition programmes.

10. The Festival will cover the subsistence expenses (accommodation and food costs) of one representative only per competitive film, based on preliminary accreditation.

11. The Festival will NOT cover the subsistence expenses (accommodation and food costs) of film’s representatives for non-competitive works.

12. Accreditation applications must be submitted before May 24th 2011for foreign applicants and June 1st 2011 for Bulgarian applicants.

13. The owners of the film copyright and proprietary rights hereby authorize the inclusion of their work in all festival and follow-up promotional programmes, based on its selection; free publication and broadcasting of film stills, trailers and excerpts (online or through any public media) for the purpose of presenting its participation in the Festival, including postings on the Festival's website.

14. All submitted films can take part in special curetted programme which will be screened in open projection during the festival week. The selected authors will be announced before June 1st 2011.

15. All submitted preview copies are automatically entered in the Video Library and made available for individual viewing. All accredited guests have free entrance to the Video Library. Accreditation of professionals for the Video Library is free. The festival reserves the right to digitize all works selected for viewing purposes during the Festival.

16. All the awarded films will be included in DVD "Film Palace Fest On Tour" which will be used for promotion of the festival and the authors.

17. The Festival keeps the right for live streaming during the Festival week, from different sites of Balchik and the Palace.

18. Documents and materials will not be returned /except for the screening cassettes upon an explicit request, submitted within 14 days after the end of the Festival/.

19. The Festival's director has the right to settle individually all issues, which have not been described in the present regulations.

20. The festival reserves the right to change the entry fee after March 3, 2011.

21. By submitting the online Entry Form to IN THE PALACE you accept all terms and conditions stipulated in the present regulations.
